Access to new technologies has always been a concern for the oil industry, which has gained strength with the orientation of the managers of the Ministry of Oil of the thirteenth government to make maximum use of domestic capabilities, so that recently Iran has achieved the technology of manufacturing a 3.5 MW axial flow turbine (turboexpander).

According to SHANA, one of the reasons for the prosperity of developed countries is the attention of the governments of these countries to knowledge-based economic companies producing high value-added products. These companies, which are initially small startups with innovative ideas and are launched by university graduates, if properly supported and provided with a suitable environment for growth, can change the production and exploitation process and provide prosperity for society.

Iran is currently struggling with severe sanctions and is in a full-fledged economic war. Therefore, the esteemed leadership has stated the main solution to overcoming economic problems: the solution to these problems is resilient economic policies and the internalization of the country's economy, the emergence and establishment of knowledge-based sectors being crucial parts of these solutions.

The thirteenth people's government, unlike previous governments, has been able to effectively utilize the capacity of domestic knowledge-based companies through risk management and proper planning, preventing the import of goods that can be produced domestically, which results in significant foreign exchange savings.

The strategic nature of the oil industry and its dependence on foreign countries are used as a pressure lever against the country. Therefore, from the perspective of national security and political maneuvering, increasing independence in the oil industry is highly evaluated, and a rough calculation shows that in the coming decades, investments of several hundred billion dollars will be made in the oil industry, with 50 to 70 percent of this amount spent on purchasing equipment.

In line with the implementation of the law on maximizing the use of the country's production and service capabilities and supporting Iranian goods, and benefiting from the first production decree (Article 10 of the Innovation Production Leap Law, paragraph "Y" of Article 29 of the Approved 2004.01.25 Tendering Law), the Ministry of Oil has increased its scientific and financial communications with knowledge-based companies and institutions to meet technological, strategic, and sanction-related needs, achieving the top rank for the second time in cooperation with knowledge-based companies among executive bodies.

Iran's oil industry witnesses the breaking of the monopoly of American and European companies every year. Recently, Iranian engineers have been able to achieve the technology of manufacturing an axial flow turbine, or turboexpander, which was previously monopolized by only four countries: Germany, England, France, and the United States.

Since 2021, Pars Jonoubi Gas Complex has been striving to localize vital gas industry equipment and reduce dependence on foreign companies, by utilizing the country's internal capabilities and supporting knowledge-based companies, the complex has undertaken the localization of the core of one of the most common 3.5 MW turboexpanders it requires.

The duty of the 3.5 MW turboexpander is to cool the incoming gas to the cold box of the ethane recovery unit and increase the pressure of the methane gas sent to the gas export unit and the national gas distribution network. Therefore, if this equipment goes out of service in a gas row, the daily ethane gas extraction of nearly 590 tons and the daily revenue of nearly $230,000 from ethane sales will decrease.

The cost of building a foreign sample of a 3.5 MW turboexpander by Cryostar, a French company, is about 3.8 million euros, which by localizing this product by Kavosh Sanat Toos, a knowledge-based company, will reduce costs to about 3 million euros and also bring a 55 percent foreign exchange saving, along with the major achievement of acquiring technical knowledge in the design and manufacture of magnetic bearings for this product.

If this equipment is successfully employed in the fifth refinery of Pars Jonoubi, in addition to meeting the country's refinery needs, Iran will become one of the few turboexpander-producing countries in the world.
